Philip Harrington is an economist with over 30 years’ experience in the development, analysis, administration and evaluation of energy and climate policy.

He is Managing Director of consulting firm, Strategy. Policy. Research.  SPR is a network of highly experienced consultants with complementary skills in clean energy, energy markets, climate change and the built environment (buildings and transport), dedicated to making the business case for sustainability.

Philip’s experience includes working at the highest levels in international organisations, governments and the private sector, including for the Australian Permanent Delegation to the OECD and the International Energy Agency in France.  He was Senior Executive Manager of the Australian Greenhouse Office, and he has worked for Aurora Energy and the Tasmanian Government locally.

Over the last decade, he and his team have successfully delivered almost 500 projects, including:

  • ‘Trajectory’ projects, both for the Australian Government and for the Australian Sustainable Built Environment Council (ASBEC), (with CSIRO, ClimateWorks and others), showing how all buildings in Australia could achieve zero emissions before 2050, cost-effectively.
  • A study for the US-based Carbon Neutral Cities Alliance showing how high-rise residential buildings in cities can achieve zero net emissions.
  • Demand forecasting models for the Australian Energy Markets Operator, Ausgrid and Transgrid.
  • A major study on electric and low-emission fleet vehicles for the NSW Government.
  • The Carbon Neutral Adelaide Strategy, and Sydney’s Energy Efficiency Master Plan.
